UT: Utah woman says justice system failed to protect her from an accused serial predator

Vanessa Clark is in disbelief.

“I can’t believe that he was able to do what he did,” she told the KSL Investigators.

On Nov. 7, Clark reported to law enforcement that she was raped by Joshua Homer, 26, after he invited her over to his home in Vineyard. Clark said the two initially connected through an online dating app and were meeting up for the first time.

“It’s something that lives with you every single day now,” she said. “It’s just kind of hard to go forward.”

But Clark said she isn’t just processing what happened to her. In the days after the assault, she learned she is far from the first woman to accuse Homer of rape.

And just days before she agreed to meet him, Homer was released from the Weber County Jail, where he was sentenced to serve little more than a week behind bars for sex crimes involving a 16-year-old victim.

“My story could have been prevented,” Clark said.

This guy has worked the system to his advantage and to everyone else’s detriment. How can a person with that many convictions for those types of offenses still be allowed out and able to continue assaulting women. THIS is the kind of person the registry was originally intended for. The court’s lack of proper action to stop him is what makes people think all other [PFR] are like him.

There are many things I could say about this guy, but I’ll keep my comments relative to the registry. Obviously he is not representative of those on the registry. However this is one of those horrific and sensational instances that will be used to justify more draconian registry laws. Whether correct or not, it would be easy to argue that if only he had been on the registry these things would not have happened, and people will believe that without question.

Registration would not have deterred this sociopath. It is easy enough to present false online identities or to simply go out and commit other crimes. Being in prison is the only thing that would have stopped him. The criminal justice system may have failed his victims, but the registry did not.

All I can say is that Clark never mentioned the registry. She says the system failed her because they released him from jail after all his offenses. I don’t believe she even checked the registry before she agreed to meet him. She just wants people like that to stay behind bars where they belong.
